STEC Expects “New Parliament Building Project” to Complete despite Extension Disapproval
Sino-Thai Engineering and Construction Public Company Limited (STEC) made a statement according the news report about the resolution that 6 out of 2 Directors from the Inspector Committee did not approve the extension of the New Parliament and Associated Building Project as stated in the contract affected by the delay procurement of the information technology and the audio-visual system of the Secretariat of the House of Representative (the 5th construction project extension).
STEC has clarified as followed:
1) The Company assisted that the Association Building in the part of lining system (piping, wire, socket), the information of technology and the audio-visual system of the Secretariat of the House of Representatives that had been employed later caused problem and obstacle to the Company then it could not be able to construct as scheduled and could not be on time completed as stated in the construction contract so that the Company sent the letter no. SINO-THAI/J.2436/L-1243/RO. dated on 29th of December 2020 and it has been in consideration of the Secretariat of the House of Representatives.
2) The aforementioned letter of the Company had been sent to claim its rights for the Secretariat of the House of Representatives consider waiving or discounting fine for the counterparty or the project extension according to the contract or the agreement in case of Coronavirus 2019 or Covid-19 effected as stated in the contract of the New Parliament and Associated Building project. This is in accordance with the letter of the Diagnostic Committee of procurement and the Public Sector Administration, the Comptroller General’s Department number GorKor (GorVorJor) 04052/Vor423 dated on 10th of September 2020 and it has been consideration of the Secretariat of the House of Representatives.
3) The letter of the Company no. SINO-THAI/J.2436/L-1245/RO. dated on 30th of December 2020 had been sent to claim its rights according to the Cabinet resolution as of December 6th, 2016 RE: the consideration of assistance to the construction business who was affected by the labor shortage dated on 25th of November 2013 and dated on 18th of November 2014. The Company claimed the rights of being assisted by decreasing and waiving the fine amounting to 150 days in accordance with the conditions and guidelines item 4.2.3 case of the 3rd (1) of the aforesaid Cabinet resolution and this is in accordance with the letter of the Company number SINO-THAI/J.2436/L-347/RO. dated on 4th of December 2020.
According to the fact that informed above, STEC affirms that the operation of the New Parliament and Associated Building Project is going to complete without any effect to the Company’s operation.
